The goal of the Louisiana Breast and Cervical Health Program (LBCHP) is to prevent unnecessary disease, disability or premature death due to cancer of the breast and cervix in women who live in Louisiana.

To accomplish this, LBCHP provides quality, no-cost clinical breast exams, mammograms, pelvic exams and pap tests to women who qualify.

Although LBCHP begins screening services at 40, priority is given to women 50-64 years of age, at or below 250% of the Federal Poverty Guidelines and who are un- or under-insured. Within this population, priority is given to never or rarely screened women. Rarely screened is defined as not having been screened within the last five years.

In order to qualify, a woman must not participate in any program that provides these same services, such as Family Planning in a parish health unit, and must meet ALL of the following guidelines:

  • Must be ages 40 to 64

    • EXCEPTIONS: If a woman is out of this age range but breast or cervical problems are present (lumps, bumps, pain, discharge, etc) AND the rest of the guidelines are meet, then a woman qualifies for the program.
Women who just have a family history of breast or cervical cancer and fall out of this age range and show no signs of problems are not eligible.

  • Must have no insurance

    • EXCEPTIONS: If a woman is under-insured, meaning the insurance she has doesn't cover LBCHP services or has a very high deductible which prevents getting the services LBCHP offers, AND the rest of the guidelines are meet, then a woman qualifies for the program.
Women who have Medicare Part B and/or Medicaid are not eligible.

  • Must meet an income requirement

    • A woman must make less than the 'Gross Annual Income' or the 'Gross Monthly Income' next to 'Family Size'. We DO NOT REQUIRE PROOF OF INCOME for program participants. However, if a participant is diagnosed with cancer, Medicaid may require proof of income. The Federal Poverty Level and the LBCHP's maximum allowable income are adjusted annually.

If you have had a full hysterectomy, you are not eligible to receive a Pap smear through our program. If you have had three consecutive normal Pap tests within a 60-month period through our program, then your eligibility will increase to one Pap smear every three years.

Results will be mailed to participants as soon as they are available. If the mammogram or pap test results in requiring further testing (ultrasound, biopsy, colposcopy, etc), these diagnostic tests will be covered under the program and will be at no cost to the participant.

If cancer is discovered, most women screened or diagnosed through the program will qualify for Louisiana Breast and Cervical Medicaid Program (BCC Medicaid) to cover the cost of treatment.

This program is for breast and cervical cancer screenings ONLY.

No prescriptions or illnesses will be addressed.
